Bill Burns, Chairman
Bill Burns is the former president, CEO and board member of Encore Vision Inc., which he sold to Novartis in January 2017 Currently, Bill serves on boards and as a consultant for other health care companies in the eye care and cancer therapeutics fields.

Before his time at Encore Vision, Bill spent 20 years at Alcon Laboratories, holding several executive positions, including vice president of worldwide marketing for pharmaceutical and consumer products. In this role, he was responsible for strategic marketing direction and input to clinical product development. Bill also held the position of director of business development at Bristol Myers Squibb and worked at Norwich-Eaton Laboratories.

Bill has a bachelor’s degree in biology and biochemistry from Slippery Rock University and is a graduate of Harvard Business School’s Program for Management Development.


Gordon Wright, Vice Chairman
Gordon is founder and executive director of JIMI International which for 25 years was a Christian community and discipleship ministry committed to training and equipping this generation of young people to find and fulfill the call that God has placed upon their lives.

He is also an elder and pastor at Tulsa Christian Fellowship, a New Testament church located in the city of Tulsa.

Gordon is founder and president of ‘East/West Resources International’ (EWR), a networking organization working to develop ministry and partnerships in 2nd and 3rd world countries to facilitate the training and equipping of pastors and church leadership. The focus most recently has been the Slavic church in the US as well as globally. EWR sponsers Bible Institutes in Ukraine and numerous other teaching sessions in Bible Schools and seminaries around the world.

In this capacity Gordon is also director of the ‘Sister Church Project’ (SCP) which links American churches with Russian and Ukrainian churches for spiritual and material support. The Sister Church Project has been in existance for over 30 years and at present supports 9 pastors, 3 in Ukraine and 6 in Russia.

In addition to his immediate responsibilities Gordon also serves as vice chairman on the international board of ‘Shelter For Life’ (SFL), a humanitarian aid organization committed to rebuilding infrastructure in countries effected by conflict or natural disaster; Iraq, Afghanistan, Pakistan, Iran, Sri Lanka, Kosovo, etc. He also travels internationally on behalf of SFL as a member care pastor.

Gordon has written numerous articles and teaching phamplets. Phamplets and bookmark teachings include such topics and titles as: Morning Watch, Hearing God’s Voice, The Martha/Mary Syndrome, Ye Have Need of Endurance, Korah’s Rebellion, A Faithful Man and Pray for your Leaders.

Gordon has become known as a gifted prophetic teacher and has traveled and ministered throughout various portions of the United States and 30 countries abroad, including: Russia, Ukraine, Germany, Spain, England, Scotland, Romania, Poland, Bulgaria, Finland, Sweden, Iraq, Afghanistan, India, Pakistan, Cambodia, Bangladesh, Kenya, Japan and the city-state of Singapore.

He has been used of the Lord nationally as well as internationally in the founding of new works as well as exhorting and encouraging leadership and existing local fellowships.

Brooke Allen
Brooke Ulrickson Allen, a retired Tarrant County judge, brings more than two decades of experience in litigation, real estate, and probate to Shape Allen, PLLC. As Judge of Probate Court No. 2 in Tarrant County, Texas, she presided over thousands of matters involving estates, guardianships, mental health proceedings, and jury trials addressing will contests, breaches of fiduciary duty, wrongful death, and personal injury claims.

Before taking the bench, Brooke built a national practice in both state and federal courts, concentrating on business litigation, probate, real estate, and insurance defense within the railroad and aviation industries. Her work frequently involved high‑net‑worth individuals and major companies engaged in complex, multi‑party disputes. She also served as an escrow officer and managed a fee office for Alamo Title. Brooke is a Past President of the Fort Worth–Tarrant County Young Lawyers Association and has served on the Boards of the Texas Young Lawyers Association and the Tarrant County Bar Association.

Today, Brooke’s practice focuses on civil, business and probate litigation, real estate matters, and serving as a receiver in civil cases and a personal representative in estate administrations. She also mediates contested business, probate, guardianship, and fiduciary disputes. Her combined experience as both a judge and a seasoned litigator gives her a distinctive ability to navigate and resolve even the most challenging cases.

Brooke is licensed to practice before the United States Supreme Court, the State of Texas, the Northern, Southern, and Eastern Districts of Texas, and the Eastern District of Louisiana.

Alongside her legal career, Brooke manages Joe Ulrickson, LLC, a real estate company with residential rental properties, oil and gas interests, and ranch land. She is also a licensed Realtor with Reata Realty.

Brooke graduated magna cum laude with her Juris Doctor from Texas Wesleyan School of Law (now Texas A&M School of Law), where she served on the Texas Wesleyan Law Review and was inducted into the National Order of Barristers. She earned her bachelor’s degree in business administration from Auburn University, graduating cum laude and serving as President of the Delta Sigma Pi Business Fraternity.

Active in her community, Brooke enjoys coaching girls’ basketball, playing tennis, and cheering on her daughter’s club volleyball team. She is married to a law enforcement officer, and her family attends Trinity Chapel Bible Church


Rainey Mathews

Rainey Dock Matthews is a medically retired American Airlines flight attendant whose life’s work continues to center on service, advocacy, and transformative leadership. She is the proud mother of two adult children who are successful business owners and a doting grandmother who treasures her family as her greatest earthly joy.

Rainey, the eldest of 12 children reared in a home where alcohol and violence prevailed. This instilled in her at an early age the survival instincts as protector, intercessor, management, denial of self to oversee others, ongoing creative focus on ways of escape for mother and siblings, intercessor, and selflessness. Embedded in her are strengths of encouragement and compassion to inspire others to thrive above any circumstance.

Rainey additionally brings over seven decades of wisdom, knowledge, oversight and insightful dedication of personal and professional service through hands-on and boots-on-the-ground empathetic advocacy commitment. Rainey understands the lives of the Seniors that Texas Senior Ministries serves being altered through no fault of their own in the loss of an independent thriving life.

Now a 22-year stroke survivor, Rainey was told she would not live when suddenly gripped by a life-threatening and debilitating stroke at age 53 in 2004. Her almost 16-year award-winning American Airlines Flight Attendant career was abruptly grounded. That sudden thrust into the beautiful world of the differently-abled found her in a holding pattern…being made ready to set flight in using her altered course as a platform to voraciously uplift, encourage, and stand alongside others who may or may not have the strong support of faith and love that family and friends can offer faith and love as she did and continues to have. Rainey also comprehends that the sudden or gradual decline in health creates unexpected confusion, burdens, and helplessness to those same family and friends. Thus they, too, need the hope-filled support that Texas Senior Ministries provides.

As a layperson, licensed and ordained minister, Rainey is widely regarded as an encourager and a giver of hope. Her leadership is grounded in resilience, faith, and a mission-driven dedication to ensuring that every individual is seen, heard, and valued. This she does with steadfast advocacy on behalf of women, Seniors, and

persons with disabilities to individuals or on large and small stages locally, across the nation, and around the world. Rainey is Founder and CEO of the Maui-based Balm of Healing Haven, Inc, (BOHH). BOHH is an outreach that offers a sanctuary of hope and support haven dedicated to holistic restoration, empowerment, and hope. Rainey is recognized as a community leader whose influence reaches far beyond the state of Hawai’i.

Her exceptional commitment to service has been recognized through the ministry of Southern California Teen Challenge staff, her national and international travels as an inspirational speaker, staff and choir member of the Florida-based Festival of Praise contemporary Christian choir and The Spurrlows, the American Airlines Customer Comes First Award, National Association of Negro Business and Professional Women coveted Hope Award, Maui County Outstanding Older Americans Award nominee; and recognitions and certificates for outstanding service from the Fort Worth Mayor’s office, Fort Worth Trinity Metro Public and Paratransit, Tarrant County Elections Administration, with a Texas State Flag being flown over the Capital. In addition to serving on several boards across the nation, Rainey is a consultant, entrepreneur, and community leader. Through every role she carries—advocate, minister, survivor, mother, and leader—Rainey Dock Matthews continues to champion purpose, possibility, and hope.
